 OD Facility to attend APPSC Departmental Tests as per FR 9(6) sub-clause (b)(iii). On Duty Facility as per FR 9(6) sub-clause (b)(iii) of Fundamental Rules for attending Departmental Tests conducted by APPSC. As we know that Every Govt has to attend Department Tests for further promotions or for grant of AAS and other benefits. This is compulsory for them. Similarly for Teachers, the Gazetted Officers Test and Executive Officers Test are Compulsory and obligatory for award of 24 Years Scale to SGTs and 12 Scale to School Assistants. Similarly the Dept Test for Language Code 37 is also useful. For attending these Dept Tests, the Fundamental Rules provide us On Duty Facility for appearing these exams for Twice. The Subsidiary Rules under Rule 9 (6) sub-clause (b)(iii) of Part-I Chapter-II of AP Fundamental Rules and Subsidiary Rules is as follows:

 2. The number of days actually required by a Government servant for proceeding to and returning from the station at which an obligatory departmental examination or an optional departmental examination which he is permitted to attend is held will be treated as a period of duty in addition to the day or days of examination. The concession shall not be granted more than twice for the optional examination.

Here we should note that as now-a-days it takes only hours of journey, as these departmental tests are conducted in every district headquarters, only the examination day can be treated as period of duty. For that, the concerned applicant has to apply to the leave sanctioning authority along with the Xerox copy of Hall Ticket for sanction of OD facility on the examination day.

డిపార్టుమెంటల్ టెస్టులు - టీచర్లుకు OD సౌకర్యం

డిపార్టుమెంటల్ టెస్టులు జరిగే ప్రతిసారీ టీచర్లు OD పై Departmental Tests(DTs) రాయవచ్చా? ఒకవేళ OD పై DTs రాసే అవకాశం ఉంటే ఏయే DTs కి సదరు ఫెసిలిటీ ఉంటుంది? ముఖ్యంగా టీచర్లు ఎన్నిసార్లు OD పై డిపార్టుమెంటల్ టెస్టులు రాయొచ్చు? ఒకసారా? రెండుసార్లా? ఎన్నిసార్లు రాసినా OD ఉంటుందా?

GO Ms No. 10 SE Dept Dated 23.1.2009, GO Ms No 20 SE Dept Dated 27.1.2009 మరియు GO Ms No 23 Dated 28.1.2009 ప్రకారం స్కూల్ అసిస్టెంట్ మరియు LFL HM కేటగిరీలో 12 ఏళ్ళ స్కేల్ మంజూరుకు మరియు SGT/LP/PET తత్సమాన కేటగిరీల్లో 24 ఏళ్ళ స్కేల్మం జూరుకు కింద పేర్కొన్న నాలుగు డిపార్టుమెంటల్ టెస్టులు పాసై ఉండాలి.

1. DT for Gazetted Officers of the Edn Dept. (GOT)

2. Account Test for Executive Officers. (EOT)

3. Spl Language Test for the Officers of the Edn Dept in Telugu Higher Standard.

(Exemption: ఇంటర్మీడియట్ లేదా దాని తత్సమానం లేదా హయ్యర్ డిగ్రీ స్థాయిలో తెలుగును  ఒక సబ్జెక్టుగా చదివిన వారు ఈ టెస్టు రాయాల్సిన పనిలేదు. మినహాయింపు ఉంది.)

4. Spl Language Test for the Officers of the Edn Dept in Hindi/Urdu of Lower Standard.

(Exemption: SSC పరీక్ష లేదా తత్సమానం లేదా ఆపై స్థాయిల్లో  HINDI/URDU ని ఒక సబ్జెక్టుగా చదివిన వారు ఈ టెస్టు రాయాల్సిన పనిలేదు. మినహాయింపు ఉంది. టెన్త్ లో సెకండ్ లాంగ్వేజ్ గా హిందీ లేదా ఉర్దూని అందరం కంపల్సరీ గా చదువుకున్నాం. కాబట్టి, ఈ టెస్ట్ నుంచి Exemption దాదాపు అందరికి వర్తిస్తుంది.) 

OD విషయం:

FR 9(6) Sub- Rule (b)(iii) ప్రకారం తప్పనిసరిగా ఉత్తీర్ణత సాధించాల్సిన డిపార్టుమెంటల్ టెస్టులకు హాజరయ్యే పీరియడ్ను డ్యూటీగా పరిగణించాలి. దీనికి పరిమితి లేదు. ఎన్నిసార్లయినా డ్యూటీగా పరిగణించాల్సిందే!

ఐచ్చిక (Optional ) టెస్టులకు మాత్రం కేవలం రెండు సార్లే డ్యూటీగా పరిగణిస్తారు. రెండుకు మించితే లీవ్ పెట్టుకొని ఈ టెస్టులను రాయాల్సి ఉంటుంది.

టీచర్లకు OD ఇలా:

SGT తత్సమాన కేడర్, స్కూల్ అసిస్టెంట్ తత్సమాన కేడర్ టీచర్లు, యాంత్రిక పదోన్నతి స్కేళ్ల మంజూరుకు నాలుగు టెస్టుల్లో  EOT, GOTలు విధిగా పాస్ కావాల్సిందే!  కాబట్టి, ఈ రెండు టెస్టులు రాయడానికి అన్ని కేటగిరి ఉపాధ్యాయులకు పరిమితి లేకుండా ఆన్ డ్యూటీ లభిస్తుంది. మిగతా రెండు డిపార్టుమెంటల్ టెస్టులు కంపల్సరియా? కాదా? అనేది ఆయా టీచర్ల విద్యార్హతలపై ఆధారపడి ఉంటుంది. సర్టిఫికెట్స్ చూసి, హైస్కూల్ హెచ్ఎంలు, ఎంఈవోలు ఈ విషయంలో నిర్ణయం తీసుకోవాలి.
